Question Laptop cpu reaches 106 C is it safe?

I own a dell laptop with ryzen 5 2500 U vega 8.With just a few chrome tabs open the temperatures hovers at 95 C and and spikes upto 106 C .Is it safe.The laptop feels really warm .The readings seem correct.Fan whirls crazy.Also it does not shut down itself.It remains around 94 C for couple minutes then spikes .Then reduces over time.I plan to use Solid works and other softwares.The mobo was just replaced by dell but to no avail.At complete idle temp is 40C.I do no gaming on this laptop.

106 is not safe, however typically the CPU will throttle to prevent overheating. If it overheats too long it will likely crash.

What monitoring software are you using?
I'd expect the laptop to feel pretty hot if it were true.
Im using CPUIDHW monitor.The laptop does become hot at bottom.

Is the same reading found in HWInfo or Ryzen Master? I've seen some cases of HW Monitor not quite behaving so well with the 2nd and 3rd gen ryzen chips.
Yes.Also simple unpacking,unzipping cause laptop to heat up.The only time its normal is when i stare at the deaktop with nothing running.A installed an ssd too.(By the way it was way worse before.Bott times about 10 minutes)
