Laptop CPU Speed

I have a laptop with a process called Intel celeron cpu b830 with a clock speed of 1.8ghz.
I was wondering why i am only getting a max of 1.76ghz cpu clock speed? is that normal

Yes as it is very rare the cpu can achieve the actual rates. Also you won't be able to tell the difference between 1.8 and 1.76ghz.
