Question laptop cpu usage limited really badly when charging

when im using my laptop everything is good and working fine but as soon as i try to charge it it lags really hard and the audio becomes choppy too.
the cpu power is capped to 0.48 GHz and i really couldnt find anything to fix this problem.

i tried tweaking performance and power options but that didnt work.
i
also tried throttlestop to disable BD Prochot , for some reason it worked the first time but now it doesnt.

i tried to do a BIOS update but its already in the latest version.

i did a factory reset cause i thought its something in the laptop but nope , still slow.

i would really like to fix this problem as it is hindering my ability to work and study and enjoy things like browsing or gaming.

I know you said you changed power setting. Did you use the performance setting under the battery settings?
