Laptop crashed Need advice

My Toshiba Satellite that was running windows 8.1 crashed on me since I didn't have backup media and it was out of warranty I had to order from Toshiba $40 and a month later I had my computer back I upgraded to the free upgrade for windows 10 and my DIL used it and suddenly it crashed again but now I cant use the USB to redo it because it runs and runs then I get the error you r computer could not restart and a frowny face. I was advised to go to the windows sight from another computer to download what I needed to a flash drive unfortunately I cant figure out how to do that unless I download it to the computer and transfer but then I get that some components cannot be transferred and still no dice. My DIL ha a Toshiba satellite that is different model then mine but I would like to know if it would be possible to use hers to make recovery media and use it on mine? I just need to get running I really don't care if it is windows 8 or ten at this point.
 
Solution
You can make a USB stick on a different computer and then use it on your computer. If the stick is not recognized during boot (does not show up on the boot menu, consult your laptop's manual for that), your motherboard is likely broken and needs to be replaced.

I seem to have developed a new issue though. It seems that my USB ports aren't working which is why I can't get the recovery media to work. Any ideas why or how to fix this issue?
