Laptop doesn't boot and can't disable secure boot

Anytime I fire on the laptop it writes no boot device found I've tried everything I can nothing works so I tried formatting the HDD but it always shows a blank screen after entering my bios password

Did you reinstall windows after you formatted the hard drive? formatting removes EVERYTHING from the hard drive... unless you reinstalled the operating system. There is nothing for the laptop to boot into.
