Question Laptop doesn't boot up ?

I have a Toshiba Satellite L650 Laptop in which i change the hard disk and put an SSD in it but it is not booting to Windows even though the SSD was detected.

I'm trying to format it directly also with USB but same problem, it doesn't boot from the USB.

Can someone help me to fix this problem ?

What OS are you trying to install? Did you set the USB drive as the primary boot device? Is the laptop on the latest BIOS version?

I'm trying to install Windows 10 Pro and I have set the USB drive as the primary boot device.
