Question Laptop doesn't start after power outage

Good day, ladies and gentlemen. Yesterday electricity shut down for a minute with my laptop being on and plugged in. Later, it showed "plugged in, discharging; fully charged in x minutes". It's only then I realized something's wrong. I managed to uninstall and reinstall the "microsoft acpi-compliant control method battery". But then it PC turned off for good. Now it doesn't start at all. Is it a charger or a battery failure, or my PC is dead?
Laptop: Lenovo Legion Y-520
Processor: Intel Core i5-7300hq

Does the power brick have an LED on it? If so, does the LED light up when it's plugged in?

Power brick doesn't. But there is an LED near the power input on laptop, and it doesn't light up

No, I can probably buy one though. If I buy it, what can I do?

Probe the tip of the adapter to see if you're getting voltage. One probe on the the inside and one probe on the outside. You should measure 19VDC.
