Laptop dosen't fast boot

I have a new DELL Inspiron 15R 5537. I got it in November 2014. I have noticed that it dosen't do the usual fast boot. Instead it does a cold boot every time. Please help me. I have tried defragmenting, checking disk for errors, etc.. I don't want to do a factory reset because I have lot of stuff.
Are Norton 360 or AVG PC Tuneup 2015 causing the problem?
Please help me.

Well does it have an SSD? If not it will be the RPM speed of the HDD or a large amount of login items. If it has an SSD something much worse will be the problem (Also if you do have an SSD DO NOT defragment it it will damage it!!!)

I have a Segate 1TB HDD 7200 rpm. There are three login accounts and nine startup items. Also defragmenting does not affect . I have one more computer with defragmenting enabled and it has no problems at all.
