Well you can try and repair the drive currently in your laptop by using a windows 7 installer of appropriate version(download from microsoft official site). https://www.microsoft.com/en-in/software-download/windows7
Provide the key and you are good to go.
Then use the installer in your laptop. There will be an option like repair your PC in the menu. Hopefully it will solve your problems.

i switched boot sequence to hdd as first it finally brought up selections but when i click start repair it just sends me back to that error screen and when i click start normal it sends me back to the menu i was on
No you cant boot widows that easily from another drive.
The OS is tied to the hardware it was installed on so there is a very slim chance that it will ever boot on another system with different configuration.
You will have to reinstall windows on that HDD while it is in your laptop.
well was hoping more input also lookng for how to make a recovery usb on a computer thats not the one that needs to be reocvered all the links on microsoft i go to do not seem to give me the right download
