Question Laptop fan always running high

Recently my laptop fan has started constantly running close to full speed even when the cpu is at idle. I opened it up and cleared any dust even though there wasn't much and the fan still runs high. I checked intel extreme tuning and the temps aren't that high (about 40c at idle) so i'm not sure why the fan is at max. Do I just need to replace the fan?
 
The fan won't run high because there is something wrong with it.....so I really don't think it's the fan. In other words.....for the fan to go fast.....the PC needs to tell the fan to go fast.

I would poke around the BIOS and see what's available there as far as fan settings.

If that didn't pan out.....I would reset the BIOS.....and while I was at it....I would replace the CMOS battery.

what is your power profile set to? Do you remember changing anything in the BIOS or the system? If so, what were those changes? also please provide your complete PC specs
