laptop fan is always running on high

my laptop fan is always runing on high weather it be hot or cold or ive if its running for hours or just two miniutes its always on

What ive done so far
*Took apart the laptop and claened the air vents.
* fresh clean install of windows 7
* bios update
* bios set to fctory defualt
* rebonded the cpu to heat sink with acrtic silver

The fan only starts after the black screen and before the windows loading screen
 
Well, a quick google search yielded no results, so it looks like the problem is localized (to your laptop).
Next time you use it, see run task manager (press cntrl + alt + delete, task manager) and open up the performance tab. Take a look at your CPU usage and, if you want, keep it minimized into the tray, where you can still see the CPU meter. Let me know how the graph looks (next to 0% CPU usage... average usage... max load...etc)
 
It could be that your cpu is overclocking itself to the max when it doesn't need to. This can cause a lot of heat to be produced which causes the fans to come on. Also it could be that your laptop has a very aggressive cooling system. Try limiting the cpu usage from the power profiles and change the cooling type to passive and see what happens.

This all started when i pluged a obd2 car adparter to my serial port then i installed a chinese driver for it and the screen look like this

i turned the computer back on and off and this scrren stayed like that so eventually i was able to boot back into safe mode and use the restore feature to bring it back but then the computer stayed like this with the fan on high all the time no matter what the cpu temp is
