Question Laptop fans slow?

I remember a while back I enabled fan performance mode in my bios menu a while back, and the fans were very loud, but the system stayed cool. I've noticed recently the fans do not run anywhere near as fast (or loud), and now I'm having heating issues again. Other than setting cpu cooling to "active" in the advanced power menu, and assuming this isn't an issue of a bad fan, are there any other programs or apps or settings that could be overriding my bios settings and limiting my fan speed? This is a Dell Alienware m17 r2 w I-7 9750h cpu 16gb ram and rtx 2070 max-q. It's a laptop too, so i have limited options compared to desktop.

Idk how to mark this solved but yeah it was a bad fan
