[SOLVED] Laptop: Faulty charger, battery or psu?

Posted this in laptop section but haven't had a response. Hope someone can help me get to the bottom of this. I've bought a laptop and it will charge no problem when off/standby but as soon as I turn it on, it's constantly going on/off every second . However if i take the battery out , it'll run no problem.

The first time I plugged it in, the fuse blew so it's on a replacement which isn't blowing but stlll not working. Is it likely to be the battery, charger or the mains board. Don't wanna order a new cable if its not that...

My suspicion would be the battery.
Laptop battery replacements sometimes do not work properly unless they are legit oem batteries.
"compatible" sometimes does not include the needed circuitry in the battery.
