Laptop filled to the brim with malware and crap. Will a reformat clean it all? (Windows 8.1)

If so, is the "Remove everything and reinstall Windows" option the same thing as a reformat or do I need to take it to someone? Because there's no CD for this laptop if computers still need that.

Let me know if you need any specifics and where I can find that information. I'm browsing this laptop right now and it's a 64 bit operating system, a Dell laptop, if that makes a difference. Will post more as I check for more info on this thing.

The situation is pretty messed up and I'm hoping some kind of clean wipe to remove everything and make it almost brand new will fix the situation.
 
It will probably work the way you ask. The option you are mentioning means it will delete all your information from C partition and will make fresh clean install of your windows using the system restore partition. You should be fine w/o disk.
If the computer is really full of malware i suggest you to make a format of all your partitions. 1st back up your files so you dont loose them. I suggest archiving the folders/files and after clean install scan those files before placing them back. If you are backing up on a usb stick DO NOT doubleclick it when you are placing that files back on pc. Right click and choose "Explore". Using a cloud will also do the job. It will automatically scan your files upon downloading so you will be noted if there is infection there
 
No files or programs need backing up, I'm comfortable with just making a hardcore wipe that just like, disinfects everything so to speak. I want it to actually look like a brand new laptop for all intents and purposes.

So when you say "reformat of all my partitions" do you mean that the option that I found on Windows 8.1's update and recovery is enough to do what I intend to do? Without needing to actually get some kinda tech support guys to take a look at it?
