laptop freeze after trying to refresh

i was refreshing my laptop the turn it off while refreshing when i turn it on then it froze It has been all day like that and it doesn't seem it is going to work anymore how can I make it work again?

what make/model laptop is it?
Did it come with win 10? Don't do below if it did, should be able to use recovery drive but need to know what brand it is before i can help with that.

Download this on another PC and create a win 10 Install usb or dvd (your choice): Win 10 Media creation kit
Change boot order so usb or dvd first
Boot pc from installer and since you were doing a refresh, might as well do a clean install: Clean install tutorial

It's a satellite C50-B I try removing the battery but still not working

This is a C50-B Toshiba satellite and I am still not been able to make it work after removing the battery
