Laptop gets consistent lagspikes every ~2 seconds

Every two seconds for about half a second, I get highly decreased fps down to maybe 20 or 30, compared to my normal FPS of 60 in every game. This sudden lag spike is noticeable in absolutely everything, whether I'm scrolling down a web page, dragging a window or playing a game. I have been dealing with the issue and attempting to fix it myself for about a week now, with no success, and have been considering a factory reset. The issue is most clearly visible when using PassMark PerformanceTest 2D or 3D GPU testing, in which the test and my FPS slows considerably every 2 seconds. Task Manager does not show any abnormal CPU, GPU, memory, or disk usage, and CPUID HWMonitor does not report any abnormally high temperatures, which is to be expected considering I still get the lag spikes doing mundane things like browsing the internet. The fact that the issue shows up mostly in GPU testing would make it appear that it is a GPU issue, however I still get the lagspikes when running games on integrated graphics with my NVIDIA GPU disabled.

Here are my laptop's specs:
NVIDIA GeForce GTX 1050Ti (integrated: Intel HD Graphics 630)
Intel I7-7700HQ @ 2.8GHz
16GB DDR4 RAM
Windows 10 Home
My laptop: Dell Inspiron 15 7567

I have tried googling the issue to find any similar reports, and the only ones I can find are from last year, receiving lag spikes of roughly 2 second intervals after the Windows Creator's update. However, I updated to this update a long time ago and did not start receiving the lag spikes until last week or so.

The issue had vanished for a single day a few days ago until I shut the PC down, at which point the issue reappeared the next day. I don't know if this will mean anything, but I thought I'd just note it here. Thought the issue had just fixed itself, but I guess not. It makes it very annoying and difficult to play games with the FPS constantly fluctuating.

Due to lack of responses and being unable to find a fix to the issue myself, I have decided to factory reset my PC. I will edit this post with the results on whether it fixes the issue or not, and if it does, I will mark the post as solved.

UPDATE: The issue appears to have been fixed with the reset. Can't seem to figure out how to mark the post as solved, though...
