Laptop GPU question: Is 960m enough for my needs?

Looking to get a new laptop but not sure if I should find one with a 960m or go for one with a 970m and could use some advice.

Not looking to play too many AAA titles or FPS games but mostly strategy type games like the new XCOM 2, Rome 2 Total War, and Cities Skylines. Am I good with a 960m or will I still need something with a 970m to play these with high settings?

The 960m is about on par with a desktop gtx 750, whereas the 970m is about on par with a gtx 960. Either will play the games you require, but it is a fairy big step up to a 970m from the 960m. If you want to play the games at 1080p on high settings, I recommend the 970m. Most of the games you are talking about playing aren't going to be hugely affected by lower frame rates though, so you might get away with the 960m. I just can't guarantee you will be happy. One of my MSi laptops has the 860m in it and runs Total War: Rome 2 at under 30FPS with anything higher than medium settings @ 1080p.
