Laptop gpu temps and gpu performance going down

Hi forum,
So i have this lenovo g510 laptop which i used to have issues with high temps. With the help of the forum now i manage to make it run pretty cool for a laptop while playing, both cpu and gpu. The thing is that lately i noticed something that i can't find logic explenation of why that is happening. I play a game called Crossfire which is a farely light game and doen't stress the cpu or gpu that much. The temps i get are around 60-65 on the cpu and 58-59 max on gpu while i game. My problem is that the fps when i play at the start are from 160 to 200+ for about 15 -20 minutes . I noted lately that at some point in the game after the 15 minutes, the fps are start to drop as well as the temperature. The fps goes down to 45 fps and gpu temps down to 42-46C. The thing is that i runned a stress test and it thermal throttles at the 70C but ingame i dont get higher than 59 C on gpu. When i switch to desktop and then back to game my fps goes back to normal aswell as the temps reaching again 59C. I dont get why that happens. I am 99% that is not overheating problem. I do run the game on low resolution.

Things i tryed:
Cleaned the fan
Reinstalled drivers
Removed battery
Uninstalled antivirus
*cpu usage is normal
*idle cpu temp 34-39
*idle gpu 0 C since its switchable and when it kiks in it starts from 40C
Used cooling pad

Specs:
Intel i7 4700MQ
8gb ram
Amd r7 m265 2gb
128gb samsung 850 for op
1tb hdd for storage

I dont know what to try else. Please any help would be appreciated. Thnx in advance.

EDIT: The only thing i didn't check are the voltages which i dont know whats normal anyway
 
I think it's less complicated than you think.
It sounds like you're still throttled on the GPU.
You should be able to find software to monitor temps on your AMD card,
and also control the fan curve, etc. If I ran AMD, I'd know what it is, but
I'm sure it's out there.
... or, your CPU is throttled, and that's killing your frames per second
Also check your Power Settings?
 
When i runned gpu stress it was throttling at 70C why does it throttle at 58C and when it drops to 45C why fps doesnt go up again. Also if i switch to desktop and then in game even if it is for 3 seconds the fps go back to 160+for another 15 or so minutes.
