laptop hard dive missing will it at least power up

Should a laptop try to power up if the hard drive is missing? Just wondering if this laptop is any good before I invest in a hard drive. Dell Inspiron 1525.

You won't have the OS but the POST test will load and tell you the laptop can't find the OS.
