[SOLVED] Laptop infinite restart loop can't enter bios nor recovery

I5 8265u
Mx110
12gb ram

The PC turns off completely at the splash screen then turns on again.

Doesn't matter how many times this happens it won't go into recovery mode,
and I can't enter the bios not even using the Novo button when pressing it the same thing happens it just turnes off and on again.

I don't have a problem re installing Windows but how can I do that when I can't even select a boot device

I removed the hard drive and used a USB with windows 10 on it it sent me to recovery, putting the hard drive back in causes the same problem, does this mean the hard drive is broken?
