Question Laptop is stuck in reboot loop ?

I have a Lenovo Legion 5 Pro 16ARH7 running windows 11. It recently has gotten stuck in a reboot loop. I originally did all the software troubleshooting including reinstalling windows and still had problems. I then got a new stick of RAM thinking it was a hardware issue, but even after taking out my old ram and installing the new I'm still having issues. I even removed my ssd with my OS on it to see if I could possibly install windows on my other ssd. Without any bootable media, it'll just continue giving me the no bootable media error, but as soon as I use a bootable USB it starts doing to reboot loop again. Basically the Lenovo logo pops up, makes one spin and then crashes. I can get into the bios without it restarting, but that's usually about it. Even when it tries to do automatic repair 9 times out of 10 it restarts before it can reach the recovery screen. Occasionally I can reach windows, but because I reinstalled windows I can't do much because the windows setup restarts the computer.

I'm at a loss of what could be wrong or where to go from here. I've tried different plugs. I've tried running it without the battery plugged in. Tried the new ram in both ram slots
 
When in BIOS can you remain there indefinitely?

How old is your laptop? If it's fairly new and under warranty, I'd advise that you RMA/return it since this seems to me like a button is depressed or there might be an issue with the motherboard(or the CPU...since it's soldered onto the motherboard).

Yep. Bios can stay up indefinitely. The rare times it manages to get to recovery or windows setup it also doesn't crash. It's out of warranty (literally ended on Oct. 1).
 
how did you reinstall windows?
use the windows media creation tool of Microsoft
Usb windows creation tool. I don't think it's a windows issue though, because even when I have my ssd removed that has windows installed on it and just my second ssd, it'll still do the same thing when trying to boot to the usb.
