Question laptop isn't charging despite battery working correctly

I have an asus pro p2520l with an i3 5010u.

the battery wont charge and I have no idea why, I've tried reinstalling the battery drivers, I've cleaned the contacts on the motherboard, I've tried updating every driver on the machine, I've flashed the bios and nothing is working, I know it's not a power delivery problem since there is conductivity between the charging port and the battery contacts at the right voltages and I know it's not a battery issue since my buddy has a working laptop of the same model and I bought a second battery to test with, all three batteries show the same symptoms I can however charge all three batteries in my buddies laptop. the laptop will power on perfectly fine from all the batteries and off of ac power alone, but when a battery is in as well as ac power the battery wont charge, windows simply says plugged in (not plugged in charging/not charging) it's as if the laptop is choosing ac or battery power and not using both.

I have no idea what's going on, any help is appreciated, thanks.

My Huawei Matebook X Pro does the same thing. If the computer is in use and the battery level high it won't charge the battery with the supplied charger. It will charge no problem when the computer is shutdown.
