If it's a bad hard-drive you need to replace it and install Windows on that one. Your laptop may have a drive check utility in the BIOS, look there, run it and scan the drive. If it comes up with errors you'll need to replace it. You may be able to copy your files out of the original one with a USB enclosure.
Remove any external drives/DVDs/CDs from the system if any are hooked up, re-seat the hard drive in the computer, try again. A blinking cursor at boot means the computer can't read the hard drive properly or can't find a boot sector.
