Laptop keeps restarting

I have the Asus E200 and I did a recovery redstart to wipe everything on my laptop. I left it over night to do so. I woke up and it said it had failed and so I clicked cancel. I closed the laptop. Opened back up and some black screen with white writing come up which I can’t remember what it said but it had two options, I chose one and waited. Now it just keeps rebooting with no ASUs loading circle. I’ve tried F8, F9 & F2 key repeatedly and nothing is working. I’ve also turned it off and on a couple of times but just keeps doing the same

Since we can't really know what you did from picking two random options without knowing what they were, best thing is to get a Windows disk, boot off that and do a clean setup. If that also fails, replace the hard drive and try it again.

You can use a USB stick also for re-installing it or running a repair. If you never made a backup disk, you would have to download it from Microsoft or contact ASUS to get their official recovery set.
