Laptop Keeps running after pressing power button

My Dell inspiron 15 5000 is not turning off after pressing power button and is causing the fan to still be running . When I power off my laptop, my mouse's led light goes off like it normally does but the fan is still running as if the computer is on. I have no choice rather than holding the power button until it shuts down completely. I already tried resetting the boot option to its default setting and I also tried re-installing my graphics drivers and software but it is still occurring. Does anyone have any idea of what could have happened?? Thanks in advanced!

click on start, under search type power options, select it from the list shown,
then in there change plan setting of the one with a bullet next to it.
then select change advances power settings
and look for power button and lid options click the + in front of it, open power button option;
make sure it is set to shutdown, and not ignore.

So as from now, after pressing the power button, will my laptop completely power off? because It also occurs when I click on sleep button.
