Laptop lagging while charging

My laptop unplugged will run at 2.6 ghz, when i plug it in it caps at .75ghz. Any contributions will be greatly appreciated.
Also i have tried configuring the power settings, they are all the same for battery and unplugged, i have tried taking the battery out but still nothing, please help.

Many times this problem is because of Stealth Mode which is by default enabled in most laptops. Depending on which laptop you have and what graphics card is there in it, you can disable Stealth Mode using the correct procedure and test its performance.

Can you please provide some more information about the vendor of the laptop and its model in order get accurate solution?

Im using an HP Pavilion 15 Notebook, sorry i should have put that in there, my bad.
