Laptop not turning on, lights and fan on

My laptop is not turning on, though the lights and the fan are on for almost two seconds and then off.
Laptop: Toshiba, SATELLITE C660D-112

Please somebody help..

pull the battery and see if it starts while plugged into the wall.
