Laptop performance issue

Hello, my issue is that i have tried many os, linux mint, ubuntu, ubuntu dde, peppermint, and many xfce versions. aside from linux i have tried windows 10 pro and windows 7 ultimate, all of the above mentioned os gave me such a big headache, i mean they are all running too slow, i mean take an example of a right click on desktop, the options of refresh and other options takes almost 5-6 seconds to appear. i mean just a right click can't be slow.... any suggestion what should i do now? i mean should i change to anyother os or what? im currently using linux mint cinnamon, please must take a look at HDD, is that the issue or what? here are my specs

That was pretty beefy workstation back in the day. 12 years old yeah? First thing I would be doing is replacing the old HDD with a SSD. And a good clean out internally.
 
You may want to just replace it with a newer faster system, a used laptop with a Intel i3 or i5 can be found for about $100 and will be much faster than this one. Considering an SSD and RAM upgrade to make yours run faster can be near that cost you may as well put the money towards a newer system.

Any answer without replacing or new suggestions.. please? i tried linux on this machine and linux mint cinnamon works pretty well, but sometimes it also lags or freezes a bit, i migrated to Windows just because of poor video performance of linux i mean linux doesn't beat 20 fps on test while windows gives almost 59-60fps

You have a slow system, you can either buy an ssd and more RAM for it, or spend that same money on a new system. Or live with how it runs. To me spending $40 or 50 on upgrades vs 100-120 on a faster system is a no-brainier, new system every time.
