Laptop POSTs but continuously powers off and back on after format

Hi,

I just formatted my HDD on my Samsung Series 7 Chronos Laptop because I was having major issues with Windows 10 Tech Preview v9926. I tried installing Windows 8.1 off a flash drive and everything went smoothly until I would try to boot Windows and my computer would get stuck in an infinite loop of restarting itself. I then tried to install Windows 7... same thing.
Unfortunately, I also formatted my recovery partition like a dumbass and I have no clue how to get anything to work now...

Any suggestions would be greatly appreciated.

UPDATE: BIOS is detecting the HDD and it is first in the boot sequence.

What windows was on the laptop before win 10 preview?

A Samsung recovery windows disk with correct version & drivers may work
If this does not work test for hardware problems

A check with memtest86 to test ram
then test hard drive with manufactures software

Hirens boot cd has a collection of bootable hard drive test images and wd datalife guard for windows ( works with most brands of hard drive)

-It was originally Windows 7, then i upgraded to 8.1 for a few minutes and jumped straight to 10.
-As I mentioned before , I accidentally deleted the recovery partition that was there.
Is there a way to download an ISO for Samsung Windows 7 Recovery somewhere? Then I should be able to boot that off of a flash drive and see if it works!
