I'm looking at replacing my current laptop. I'm a computer science major in college. My current laptop is a Lenovo y50-70, so anything is an improvement in terms of size or weight.

1. What is your budget?
$1,000 (Ideally as price affordable as reasonable for what I'm getting)

2. What is the size of the notebook that you are considering?
13.3" or 14" screen. Under 4lbs (under 3lbs is preferable)

3. What screen resolution do you want?
FHD is fine. UHD is good, but obviously more expensive, so I don't need it

4. Do you need a portable or desktop replacement laptop?
Portable laptop

5. How much battery life do you need?
Minimum 6 hours for cases of wifi/medium work load. The longer the better

6. Do you want to play games with your laptop? If so then please list the games that you want to with the settings that you want for these games. (Low,Medium or High)?
No desire to play games on it

7. What other tasks do you want to do with your laptop? (Photo/Video editing, Etc.)
Just programming work, video streaming, and web browsing

8. How much storage (Hard Drive capacity) do you need?
Minimum 256 GB ssd

9. If you are considering specific sites to buy from, please post their links.
B&H, BestBuy, Google Express, Costco, Amazon, Newegg or direct from manufacturer are preferred

10. How long do you want to keep your laptop?
At least 2 years which puts me after graduation

11. What kind of Optical drive do you need? DVD ROM/Writer,Bluray ROM/Writer,Etc ?
I don't want an optical drive

12. Please tell us about the brands that you prefer to buy from them and the brands that you don't like and explain the reasons.
I like lenovo as I've had one of their laptops before. So something like a yoga 730 would be good
The Asus zenbooks look intriguing
I also think the LG gram might be worth a look since costco has the i5 13" for $800

13. What country do you live in?
United States

14. Please tell us any additional information if needed.
Something that can drive a 4k display at 60hz. Such as hdmi 2.0, DP 1.2, usb 3.1 type c gen2 DP, or thunderbolt 3
I don't care about discrete graphics. Intel UHD 620 is fine
Touchscreen doesn't matter to me if there isn't a stylus
8 GB Ram minimum
4 core cpu minimum

Well, you didn't leave anything out.

I always suggest searching for a model on Newegg and then attempting to price match the model across the major e-tailers. Newegg has the most comprehensive filters that I have found. Most other places only let you narrow it down by generalities.

And I saw this on a discount site, a little over your budget, but I understand the quality of the Surface line isn't bad:
