Laptop recommendations

A friend of mine is looking to get a laptop. He's prefer a 17" screen, Windows 10. He would use it for Internet, creating documents, watching movies and TV shows (tethered to his cell). He'd like to spend under $700. Are there any standouts? Brands to avoid? He's not a gamer. He would put Photoshop on it.
