[SOLVED] Laptop shows access denied when I run SFC commands

I got An acer aspire 5315 here, running windows 7 32 bit. Whenever I try to run SFC /scannow, it shows "access denied", even though I started it with administrative privileges. It also seems that whenever I run any application with run as administrator, it opens without a prompt, like "Do you want this application to make changes to your device". Can anyone help?

have you tried running it in safe mode?

It sounds like UAC is possibly disabled
