laptop shows available internet connection with full bars but will not connect

I am using a slightly old Dell laptop with windows 7, we replaced our router recently as the old one died and i have not been able to get it to connect since then. Every other device in the house has had no problems connecting, ranging from other laptops to tablets and a ps4. I have tried restarting both the laptop and router multiple times but it has not helped, so I am really hoping that someone here may have some advice for me.
 
Solution
Check the IP address on the Laptop to see if it is hard coded or is "locked" on to an address from the old router or a self administered. Dells can be stubborn like that. Try ipconfig / release then ipconfig /renew at a administrator command prompt.

Solution
1. what operating system are you using?
2. when you say it has full bars, do you mean it sees the network , you click to connect enter the password then what does it state ?
3. you could uninstall the network device in device manager and reboot the computer then let windows reinstall the driver.
4. is your laptop IP configuration set for DHCP?
5 is the security on your router set to filter Mac addresses ?
