Laptop slow on internet with CPU at 100%

Why is my laptop so slow? My internet connection is very good but when I load videos they freeze a lot and on Twitch I can't even watch a stream because it just stays frozen. I look at my resources and on Twitch my CPU was at 100% load. I thought this was the issue but for some reason at the same resolution my cell phone plays Twitch without freezing and its CPU is half as fast as the Laptop.

AMD A8-Series A8-4500M (1.90 GHz)
It is a POS but its still much better than my cell phone CPU.
