Laptop stuck at windows 10 loading screen

Ok so my laptop is now stuck on the loading screen of Windows 10 loading. I have already reinstalled the os because before it would freeze at the loading screen. Now it will spin, flicker like its loaded, and then return to loading screen. I let this go on for an about an hour. No results. It wont even boot up in safe mode. Nor will it repair itself.

I really need to get into my laptop as there are photos an documents I need to get off it

If reinstalling does not work you need to take out the harddrive and connect it to a different computer and get the files off. OR try a linux usb boot distribution to boot into linux and get the files off.
