[SOLVED] Laptop stuck in a recovery menu loop

My acer laptop suddenly won't boot up correctly, when i turn it on it sends me straight to a blue recovery menu, can't continue to windows and when I try tk fresh install from USB it get the "could not set the offline locale information" error.
I'm kinda stuck

Things to try:
- Memory test in bios
- HDD test in bios
- Reimage your USB

This error usually occurs when the HDD is bad or the image is corrupt on what your trying to install on ex. USB.

Try a cold boot. Unplug the AC adapter and remove the battery. Hold down the power button for about 10 seconds, than re-attach the AC adapter and try to boot again.

The "could not set the offline locale information" error, is usually the result of a corrupt install USB.
