Question Laptop stuttering and freezing up

When trying to play most games or even just trying to navigate Windows or stream video, I get large stutters and freezes which last for around a half to a full second, which happen a couple times per minute. Which component of my laptop is causing this to happen? What can I do about it?

or what the spec?
check cpu/gpu temp?
ram/ssd usage?
malware scan?

Specs: Intel Core i5-8300H CPU at 2.30GHz
NVIDIA GeForce GTX 1050 w/4GB VRAM
12GB DDR4 2400MHz Crucial CT8G4SFS824A RAM
WDC WD10SPZX-21Z10T0 1TB HDD

Idle GPU temps: around 36 Celsius
Idle CPU temps: around 43 Celsius

There is no malware according to my frequent scans that I do

hdd? defrag or upgrade to a ssd

I do defragment it quite a bit. I guess I should get an ssd for it, I'm planning on doing so soon
