laptop turns on and off in 4 seconds, does this for about 30 minutes before booting up. this is the third day in a row that it has been doing this. also gets stuck on shut down/restarts. is it a software issue or hardware?

It sounds hardware related however we would want to be sure.

Try downloading Ubuntu onto a USB drive and booting off it in the Demo mode. If the issue persists it's an issue with the Hardware.

Please post back the results.

I just downloaded an ubuntu .iso file onto a USB. Just plug it in and start my laptop?

Not quite the simple. You need to mount it onto the USB.

I use a tool called Rufus. A quick google should find it.
