Windows 7 will boot faster - and programs will load faster. Windows 8.1 will boot much faster - and programs will load faster.

Typically, you can get Windows 7 to boot in 8-15 seconds, and 8.1 to boot in 3-6 seconds. On a typical hard drive, boot times will be 20-40 seconds for Windows 7 and 10-20 seconds for Windows 8.
