NOTE: This has to be a AMD laptop / desktop. For better openGL and OpenCL, and also because I've had good experiences with it also more significantly cheaper.

A Corsair CX430 won't power that rig. It'll get overloaded the second you hit the redraw button, or it probably won't boot at all as I have seen from personal experience. You need something that's better made - like a Seasonic S12 430W. Also the GTX 650TI Boost with CUDA and Phys X will be better for rendering than a Radeon 7790 will be. And Sentey manufactures a lot of junk cases.

To answer the original question, get a desktop all the way. Laptops have CPUs and GPUs that are made for low power consumption and will be painfully slow when handling those slow redraws.

I would get this for $700:
