Laptop Will not boot with the hdd connected, but will if i remove it

I have a hp notebook 2000 and it wont turn on at all with the hdd plugged in. I removed the hdd inside the laptop and it turned on. I checked my hdd and it's fine. I even tried putting in another working hdd and it didn't turn on. Can anyone help. I also changed the laptops hdd connecting cord twice.

You cant boot from another hdd if the hdd wasnt in it originally

And I dont think it'll boot at all with no hdd

why i mean by it booted with no hdd, i mean the laptop turned on. The laptop wont turn on at all with a hdd inside.
