Laptop won't connect to WIFI

Hi, I am having problems connecting a laptop to the WIFI network. The laptop detects that WIFI is available and shows an 'excellent' signal strength, but will not load webpages. The wireless key being used is correct. Please can someone offer some advise?

Hi, I work in a conference centre and the WIFI router is in a different room and on the ceiling, so difficult to connect using a network cable (it is a customers laptop which will not connect to the WIFI).
