Dell Inspiron 15r Windows 8.1 will not install any mouse. Drivers have been uninstalled/reinstalled, numerous malware/virus cleaners run, updates, bios options prohibit. I have no idea what has happened to ALL of the usb ports, both sides of the laptop. Any ideas?

BTW, there was some file that was replicating itself filling up the HD. I deleted it and it has not since returned. I believe it was related to Adobe Cloud. Not sure if this is indicator of anything but just fyi.

"will not install any mouse."
Oh no, it won't install the mouse drivers you don't need. What ever will you do?
lol J/K

Seriously though, you don't need mouse drivers. If your mice aren't working it's more likely that your USB ports are disabled in the BIOS or something and that may be the case if this is a company laptop.

i forgot to mention that flash drives work so its not the physical ports themselves. some mice show up in DM but none of the mice will install.

They don't really need to "Install" they should just start working after a few seconds. Sounds like they may be disabled on the software side. Do you have a touch pad? Is that working?
Open the mouse settings in the control panel.
Click the hardware tab
Do you see your USB mouse listed (it may have some kind of generic name)
Highlight your mouse and click on properties
then click on the driver tab make sure it's enabled How do you know? If it was not you'd see a box that says enable.
