Laptop wont run games although it meets the requirements

My laptop has an i7-7500u processor, dual AMD 530 graphics cards, and 8gb ram, but runs Fallout 4 very poorly (laptop meets the reccomended requirements). Anybody know why this is the case? I have also downloaded the driver for my graphics cards. If anybody could help it would be very appreciated.

- CPU is 40% slower than the 4790 processor stated in the recommended specs, and 10% slower than the FX processor. Is is a lower wattage chip as well not designed for high performance.

- AMD 530 is about as powerful as a GTX 260. Double that, assuming crossfire scales 100% in an unrealistic best case scenario, and two cards are comparable to a GTX 295 or an Radeon HD 6950. The recommended card is a 290x on the Radon side, which is 150%-200% faster.

You seem above the min specs but below the recommended specs, yielding bad performance.
