Question Laptop won't setup windows

My laptop started flashing a black screen and closing every application I had opened so i decided to clean install windows. Now when setting up windows it says "There's a problem that's keeping us from getting your PC ready to use, but we think an update will help get things working again." Every time I click next it says just a moment... then restarts and returns back to the beginning of the setup screens again. Is there anything else I can try or is it a hardware issue?

How are you trying to install Windows again? At what point does this error come up?
