Laptop won't turn off/on properly

Hi, when I shut down my laptop the everything turns off (fans,screen hdd) except the power light even if I plug out the charger the battery will run down until its dead but the light still stays on, then when I'm trying to boot it back up it doesn't turn on unless i remove the battery and the charger and put then back in I've search for answers all over and it seems to have others stumped as the what exactly is going on. Has anyone ever come across this issue or have any idea what i can do?

Things i have done so far:
reset the bios from the bios menu
reset the bios via a 24 hr CMOS removal
getting a new battery and charger

Laptop: Acer Aspire E1-731-2409

OS: Windows 10
 
Sorry in advance if these questions sound condescending. I'm just trying to get the easy/obvious stuff out of the way first.

Are you actually shutting it down (i.e. selecting shutdown from the start menu)? Most laptops let you configure what pushing the power button (or closing the lid) does, and may have something other than shutdown linked to the power button by default.

Is there a setting in BIOS for the power indicator (or some other indicator light)?

Have you read the user manual for your laptop? Maybe that light remaining on has some meaning, or is supposed to happen.

 


i'm actually shutting it down, however if I put into sleep mode or try to restart it does the same thing, power down and won't power back up unless both battery and ac adapter are unplugged
 

no problem and yes I' m shutting it down and no there isn't an option for that in the bios this problem started last month and I've own this laptop for almost 2 years...This issue has been baffling me, like I fix computers for a living and this issue makes me feel like I know nothing lol and everyone who has had a go at it all say they don't know what to do.
