Large FPS drops on gaming rig

Disclaimer: not sure where to post this since i dont know the cause of the issue; software or hardware?



About one and a bit years ago i built my first PC ever. Though cable management was horrible and we bent a couple pins, the build was functional after ordering another Motherboard.

Specs:



i5 7400

GTX 1060 - 6GB VRAM

MSI 7270-A Pro

some Rhombutech 500W Power Supply

and 4 fans in a "2 in" "2 out" formation

2 x 8gb 2400 Ballistix ram

2TB HDD (idk the speed)

250GB SSD (same thing)

Win 10

I've had an issue with a stick of corrupted RAM, got that figured. Just as a disclaimer if that important in any way.

I tend to use my PC for mainly gaming (primarily overwatch but some other titles now and then aswell) or game design (unity3d).



The problem:

I opened overwatch and my FPS (usually at a constant 100, because of my fps cap) is now at 20).

I hoped the lag is just caused by opening the game and join a match. My fps sit around 1(yes ONE) - 20 and the game is actually unplayable.

I tried to find a fix on blizzards (the game devs) forums, but notice that the drops have taken a similar toll on the rest of my PC, therefor its not an Overwatch issue. Not in the way that my mouse is like a slide show, but that everything takes extremely long to load and is slow to react. I found a post about the latest nvidia drivers being absolute sh*t, and to download the newer 388.71 version. I had to restart my PC to apply the changes, but couldnt login (stuck in welcome screen) 2 times and on the 3rd restart i could login for some reason. The drivers havent helped whatsoever and I'm not sure what to do.



Can any of you help me find a cheap, preferably simple fix?

I have made a post about this issue on the forums www.bleepingcomputer.com and found a "mentor " that tried to assist me. He never replied to my last post though for, at the moment, 5 days, eventhough he has been online multiple times since then. I dont blame him, since he was just helping me out of the kindness in his heart in his free-time. Searching for further support I have come here. I could imagine that this thread might be of interest to some of you so here you go:

Edit:
I understand reinstalling windows might be my best bet, none the less I would prefer to try other options.
 
your anti virus kicked in. and it has lots of activity on the disk.

could it be that your anti virus was either running (scheduled scan) or it mistakenly taking some code in over-watch as suspicious?

try to remove anti virus or malware protection and just use windows defender as a temporary solution, see if that improve things.

OK, so as expected unistalling the Anti-Virus didnt help, but it was worth trying.
I kept my eyes on task manager and noticed that:

1 - whenever I opened Overwatch my windows defender spiked in CPU usage, so that my overall usage was at a constant 100%, split between Overwatch and Windows Defender. After a while it would go down to 0% - 2% again.

2 - My GPU usage is rarely above 15% and that there is no change when I open overwatch. Maybe overwatch runs on my CPU instead of my GPU, since it was usually at 70% CPU usage and my GPU usage 0% - 1%. I tried to change this in my NVidia Control panel by following a guide. It said that I should be able to add a “Run with graphics processor” option to apps if I scroll over them by clicking on the desktop Icon in the NVidia Control panel but there was no such option. Then I tried to go into the 3D settings and manually set the default GPU used by Overwatch and other games to my GTX 1060, but the drop down menu #2

of a guide I found, doesnt exist in my NVidia Control Panel either.

My conclusion is that my graphics intense programs are being run on my CPU and that I for some reason can't change the processing unit they are run on.
Any suggestions?
