Latency- 60Hz Monitor or Broadband?

Hello, I've recently bought my first gaming PC, and I find playing Battlefield 1 to be unplayable due to Latency, after going into the settings and enabling the network performance graph, I noticed my Ping was between 25-30ms, which surely would not cause the latency problems, I'm playing wired too. However I do only have a 60Hz Monitor, and with BF1 servers standard at 60Hz tick rate, would playing on a 60hz monitor instead be causing these issues. I have VSYNC on to avoid screen tearing, so only playing at 60FPS.

Vsync is your problem.

Turning V-SYNC off doesn't make any difference.
