latency issues even with offline games

I'm experiencing latency issues. I've noticed disjointed audio/video when streaming online videos. But more concerning, there has been a lot of audio stuttering and tears while playing offline games. I'm looking for a game-plan to root it out. Happy to provide more information on request.

Steps I've Taken
Updated Drivers
Updated BIOS
Scanned for malware (clean)
Started looking into CPU throttling
Considering rolling back to previous driver versions

Temporary Fix
Frequency has been reduced during game-play by downgrading graphics settings. Issue persists when streaming videos.

System Information
x64-based PC, Windows 10

Your system appears to be having trouble handling real-time audio and other tasks. You are likely to experience buffer underruns appearing as drop outs, clicks or pops. One or more DPC routines that belong to a driver running in your system appear to be executing for too long. At least one detected problem appears to be network related. As a technician, I really am not a fan of these driver update tools. I would go to the manufacturers website and download drivers. Most of the drivers will be on the motherboards website audio, network etc.

Since you have having sound and video and network issues. Download all the new drivers from these links.

Uninstall each driver and install the new update one at a time.

The nvidia drivers are here.

I use a uninstaller that will find the left over files that the application uninstaller leaves behind. Be careful if it lists registry...


GPU is GTX 1070 and there's 16gb of ram.

I didn't update the drivers until the latency started occurring. Components were working properly together for some time beforehand.
 


but which driver? I updated a bunch of drivers via driver booster after the latency started
