Latency probleme caused by mobile phone?

Hello, i'm having some latency issues. I have some lag pike while gaming that raise my latency at up to 2000 ms.

-I know it's not some malware on my pc and rooter because I've notice the same latency on many pcs while I was having a lan party. Every lag peak happen at the same time on every pc.

-I really doubt that the cause is my rooter because I've changed it and for a new one and it didn't solve my issue.

-I have notice that if I'm alone at home, I never have that kind of issue. So I suspect that a mobile device is most likely the one who cause the issue.

I really don't know much about network connections and if someone had the same issue or have any idea what can cause that I would be glad to hear suggestion.

Or Else, I'm looking for a program that can record internet performance on a long period of time.

Modem : Arris TM602G
Router : D-Link Dir 868L
Wireless network adapter : TP-LINK TL-WN881ND Wireless N300 PCI Express Adapter, 300 Mbps
ISP : Videotron (Canada) internet by cable, 30mb/s

I'm sorry I confused the meaning of lan. We were actually playing league of legend on the North America Server. What I meant is that we were playing in the same room. Some were connected over the wifi and other were connect by ethernet cables. When I do a speed test, my ping is around 12ms, in game without lag, its around 32ms. But when it lag it can go up to 2000ms. I know it is not the server probleme because it also happen with ark survival and elit dangerous (These are the only 3 only games I play).
The router is okay since I've changed it to solve the problem but didn't change a thing. As I said I'm almost sure it caused by my borther cellphone (galaxy S2 or S1). Everytime he enter the house it happen. So it must be cause by some kind of app or malware.
